REQUEST FOR PROPOSALS - LEGAL SERVICES
GLENERIE STORM DRAINAGE PROJECT
The Town of Ulster is requesting proposals for Legal Services for NYS Homes & Community Renewal funded Small Cities CDBG project #1159PR110-11.
Responses to this request will be accepted until 3:30 P.M., February 13, 2012 at the Office of the Town Clerk, 1 Town Hall Drive, Lake Katrine, NY 12449. Mark on the outside of the envelope, "Response to Glenerie Storm Drainage Legal Services RFP". Respondents are required submit one (1) original and five (5) copies of their proposal.
Project #1159PR110-11 involves installation of storm drainage facilities to serve the Glenerie neighborhood. The project includes $599,492 in Small Cities CDBG funds. The project will be constructed during 2012. The Town is seeking legal services to include ordering and reviewing title reports / abstracts of property owners in the Glenerie area, working with engineers and surveyors regarding proposed sites of easements, preparing easements, reviewing easements with property owners, obtaining mortgagees' consents to easements, if necessary, drafting and preparing Town Board resolutions formally accepting easements, and providing legal advice to engineers, surveyors and Town Board regarding the easements.. A copy of the funded NYS Homes & Community Renewal Small Cities CDBG application is available for review at the Office of the Town Clerk, 1 Town Hall Drive, Lake Katrine, New York 12449, between the hours of 8:00 AM and 4:00 PM, Monday through Friday or at the Town's website www.townofulster.org.
Minority Business Enterprises, Women Business Enterprises and Section 3 Enterprises are encouraged to submit responses to this request for proposals.
Proposals will be evaluated based upon the following criteria and numerical point values:
-successful provision to similar services on comparable projects 40 points
-comprehensive scope of services 30 points
-availability of services as per program schedule 15 points
-cost of services 15 points
Total 100 points

The Town is seeking administrative services to prepare the Environmental Review Record, establish and maintain project files, oversee procurement of professional services, coordinate as necessary with the Town engineer and Office of Community Renewal, assist with the bidding process, maintain labor standards records, document use of force account, ensure compliance with fair housing and equal opportunity requirements, prepare payment requests, prepare required reports, ensure compliance with citizen participation requirements and prepare closeout documents.
